Immigration, Refugees and Citizenship Canada issued 5,000 invitations to apply for permanent residence on July 22, under the French language proficiency category, with a sharply lower Comprehensive Ranking System (CRS) cutoff.

Immigration, Refugees and Citizenship Canada (IRCC) held a new Express Entry draw on July 22 targeting the French language proficiency category, inviting 5,000 candidates to apply for permanent residence.

The required CRS cutoff came in at 399 points, down 21 points from the previous draw in the same category on July 9, when the threshold was 420. It is the lowest cutoff recorded for a French-language draw since March 18, when the threshold hit 393 for 4,000 invitations.

To be eligible, candidates needed to have created their Express Entry profile before 9:21 p.m. UTC on November 19, 2025. The French language proficiency category is designed to boost francophone economic immigration outside Quebec, a priority for the federal government.

The sharp drop in the cutoff could reflect a larger pool of eligible candidates or an effort to accelerate invitations in this category as Ottawa works toward its annual francophone immigration targets.
