Quebec’s Ministry of Immigration, Francisation and Integration (MIFI) reopened intake for family reunification sponsorship applications on July 2, under a new cap of 15,700 applications over two years.
The overall cap is split into two sub-categories: a maximum of 13,300 undertaking applications for a spouse as the principal sponsored person, and a maximum of 2,400 for a parent or grandparent.
Applications involving a dependent child, an orphaned minor child, a child to be adopted, or the addition of family members to an application already filed, are exempt from the cap.
To prioritize the oldest files, intake is being staged in several periods based on the date of the sponsor’s eligibility letter. Those declared eligible before August 2024 may file between July 2 and August 31, 2026. Applications must be sent by mail only; in-person drop-off at MIFI offices is not accepted, and each envelope may contain only one application.
The reopening comes after more than a year with the program closed, and coincides with other federal immigration changes, including the July 28 removal of the daily cap on online passport renewals for all eligible adults.
