Quebec’s government has launched an international call for interest from the private sector to build a new eastern link between Quebec City and Lévis, with a toll planned.

Transport and Sustainable Mobility Minister Benoit Charette announced on June 25, 2026 the launch of an international call for interest targeting private construction and investment firms for a new river crossing east of Quebec City. The project includes private-sector participation in development and financing, along with a planned toll.

The market survey runs for 45 days and will be followed by interviews with interested companies. The call, published on the SEAO and MERX platforms, aims to gauge market interest and gather input on how the project could be delivered through a partnership model.

“This step will let us better define the project, the partnerships to establish, and the solutions to favour in order to build it responsibly and at the best cost for Quebecers,” Minister Charette said. Employment Minister and minister responsible for the Capitale-Nationale region, Jean-François Simard, noted that the north and south shores “no longer form two distinct economies.”

The new link is meant to secure economic development in the Capitale-Nationale, Chaudière-Appalaches and eastern Quebec regions, while improving mobility for people and goods. It marks a new phase for the long-running file, which saw an earlier call for expressions of interest under the previous government, this time for a different corridor.

What to watch

General findings from the call for interest are expected in fall 2026. The exact route and project budget will not be revealed until spring 2027.
