The July 1 deadline for the mandatory review of the Canada-United States-Mexico Agreement (CUSMA/USMCA) has passed without the three countries reaching an extension deal. The agreement remains in force but now shifts to annual reviews until its scheduled expiry in 2036.

The Trump administration has announced it will not renew the agreement in its current form, while indicating it wants to continue bilateral talks with Canada and Mexico to resolve specific issues. The top U.S. trade official has also said the administration will not give Canada credit for recent concessions, including dropping its digital services tax and rolling back its Online Streaming Act, with the president remaining focused on narrowing the trade deficit with Canada.

Separately, the U.S. Department of Commerce is proposing a preliminary anti-dumping duty of 8.26 percent on most fresh mushrooms grown in Canada. Washington has also announced tariffs of 10 to 12.5 percent targeting 60 economies, including Canada, deemed to have failed to adequately enforce bans on forced-labour imports.

The developments come as Canadian negotiators try to stabilize trade relations with their largest partner, with several sectors, including agri-food, still exposed to new U.S. tariff measures.

What to watch

• The final determination on the anti-dumping tariff for Canadian mushrooms.
• Continued bilateral Canada-U.S. talks alongside the CUSMA review.
• Reaction from Ottawa and Canadian agri-food producers.
